i am planning to purchase NA plot near titwala. i just want to know that the developers is signing the MOU instead of doing the registration. IS this lagally valid and also advise what important thing need to check before purchase of NA plot.

please confirm if the developer has got a marketable title or just got permission to build from the registered owners.

If the bulder is not having clear title he will not pass the same to you hence no registration will be there.
You acquire no right to mortgage the house and will find difficulty in getting loan.

Contact a local lawyer and show him all the documents and get title search and non encumbrance report.

Any agreement to sell or sale agreement needs to be registered with the sub registrar. MOU has no meaning. Your rights are not well protected.
Please see the NA order issued by the Collector and ensure that the seller has complied with all conditions imposed by the collector while granting NA permissions.
