Nagar plaika parishad act on hssc school priniciple

I am from Madhya Pradesh and here one case is ,going on , in which I need your suggestion and guideline.
District Nagar Parishd run the HSSC school and result of school is not good for which they(Parishad) are saying that Principle of the School is responsible , Principle have his own probs that school does not have enough teachers and staff since 10-12 years and few more and Principle is keep asking for the new teachers in written but no response from Nagar Palika... in first look Principle looks correct...
Now some of the Parishad member have passed the Prastav to suspend or remove the principle from his post due to bad result of 10th and 12th and some other senior lecture to assign the Job of priniciple...that prastav is passed and now its in hand of CMO (Chief Munciple Officer)
Now I want to know as per act -
1. Can Nagar Parishad and ward member can bring this type of Prastav against the Principle ?
2. Is CMO or Parishad have power to suspend or replace the Principle of school
3. if Parishd can not bring/pass this kind of prastav then what can be the legal action against them ?
4. what option principle have to save his dignity and post ?

1. If the Nagar Parishad is the appointing authority of Principal then such prastav is legal.
2. It depends upon the reply of first question.
3. It can make detailed complaint to the appointing authority and can recommend strong disciplinary action as desired.
4. It depends upon the notice he receives.

Thanks Mr Makkad - Parishd do not have right to appointment of the principle , its can be done by 3 CMO of District , Dy Director of state and member of state education nd finally approved by Nagar Nigam Aauykt Bhopal and then appointment letter comes before the Parishad for the approval. and Parish can hold the appointment for some time but they can not reject the appointment , maximum they can send the note the state for re consider if Parish have any issue with appointment.
I still want very neat and clear note on this act.
I am waiting for the Notice and then things will be more clear...
actually I was looking for the help if some one knows the Madhya Pradesh Nagar Nigam/Palika act...
so It can give me the idea if I can go for legal action against the ward member / Parishad or not ? Parishad, have passed this kind of Prastav... which I still dont know is legal for Parishd or it out or their power ?
Parish is doing really a shit Job and I want to know my legal limits against the Prishad and ward member....
