Name transfer of mhada property & conveyance

i want to transfer a mahada flat registered in the name of my deceased father to my mother . What is the procedure.
My building is initiating the process of conveyance ,what will be the implications if my flat is still registered in the name of my deceased father

make an application to society to transfer flat in your mother name . all legal heirs can furnish NOC to society
