(Querist) 15 September 2018 This query is : Resolved
My father was a teacher in Govt. High School for more than 35 years as temporary teacher appointed by Karnataka Secondary education department ( government of Karnataka ) But he retired now with a salary of 7100 per month. No increment in his salary since 2000. How can he now approach further for this issue

Was your father in continuous appointment? Anyhow, any meaningful suggestion requires perusal of the terms of the appointment.

It is strange that your father worked for 35 years as temporary teacher. You have to refer to the relevant rules under which he had been appointed as temporary teacher. I am sure that the Rules contain provision to treat a temporary teacher as permanent after completion of specified period of service. Your father should apply for permanent status post facto and claim increments for the entire service period. He may have to explain reasons for not applying for the relief during his service period.

Is it pensionable job? is he getting pension. If so the discrepancy should have been detected at the time of admission of pension. It is unbelievable as mentioned by expert M.V.Gupta.

The querist probably does not under stand the difference between "temporary" or "ad-hoc" employee.

"TEMPORARY" employee is the one who is selected after due process, on a regular post, having formal sanction and formal recruitment rules, carrying a regular vacancy and carrying a regular pay scale by regular appointing authority. He retains the temporary status upto 2 years which is extendable upto 4 years (unless difference period is specified in recruitment rules). After this period he is either made regular if probation is successful or terminated if probation is not successful. During the period of probation he carries all the benefits including increment.

He is to see his father was employed in which capacity, by which procedure, by which authority on which terms and conditions.
