no sale deed

I have purchased agriculture property 20years back under a sale agreement.paid the full amount but could not register then cos govt had stopped registration.
Meanwhile owners filed suit for partition between family members to cheat us and after 22 years court has ruled in our favour stating that we are in possession and sale deed in not necessary.
Now with this high court and supreme court orders we approached the corporation to change khatas into our names but they are asking for registered sale deed which does not exist. Kindly help. Thanks in advance.

Show the court order.
Even if this does not bring result then file Writ petition in the high court.

Even the high court has ordered corporation to consider my application in the WP for mandamus But the corporation is not budging. Its is again asking for registered sale deed
