Noc for forwarding application

Sir,
I had completed AMIE without taking permission from my PSU(govt). I had started that course before joining in PSU(was informed to PSU in writing when applied for that post). When I asked for permission for completion of course after employment they denies to give and told it will take 6 years for giving permission.So I continued without affecting my duty to PSU(got outstanding employee rating during course)and finish.This course completion information was given by me when I filled Confidential report of PSU. Now for forwarding a application they provide me showcase notice and I had justified that.Till date no information from my PSU. As per act(applicable to my PSU) CCS RULE 1964 "I COULD NOT START A NEW COURSE WITHOUT TAKING PERMISSION" but here I have not STARTED that course but just CONTINUED that.Then where is the question of taking permission for starting? According to RTI reply they inform such employee will never get NOC as they have not taken permission.Could it mean that I could not get any GOV job further as all department ask NOC and for case like me no one could change his job.WHAT I HAVE TO DO FOR ESCAPE without giving resignation before getting new job?

Though technically appearing beyond rules but your case appears to merit sympathy. you meet the nearest available service matter expert with relevant papers and copy of the rules you are quoting.

Personally meet the dealing officer and explain the situation with the request to have sympathetic attitude. Also take the help of employees association of your department.
If no favorable result outcome meet advocate dealing with the service matters with all your documents.

As per RTI reply My department informed me that there are no specific policy available to provide NOC to such employee like me.Then could I produce this RTI statement to another PSU or govt sector when they ask for NOC?In that case did its consideration fully depends on employer or it has some legal obligation for that next employer.If I justify my condition to next employer then is there any legal way for that employer to consider my case as my present PSU has no such policy?Please inform me.Please.

What is your exact problem?
One is that you completed an academic course in which you have joined before joining pSU employment and continued and passed out the course though they denied NOC to continuing course.
Two Forwarding your application for new job through your present organisation.
There is no link between the two.
First problem is over. When you have completed the course without NOC and asked your present employer to record your new qualification, they came to know that you have continued your studied without their NOC and hence as per the conduct rules, they served a show cause notice on you. You replied to the show cause and there is no further query/correspondence from them.
This is what I could understand from your query. Please correct me if it is otherwise.
Assuming my understanding is correct:
1) The issue of NOC for your continuation of studies is closed. They have accepted your explanation and forget the issue.
2) As regards giving NOC and forwarding your application for other organisations, in the absence of laid-down guidelines, it is the prerogative of your present employer either to give NOC and forward the application or not.
3) You can directly apply for the jobs, keeping the RTI reply with you. If you get a new job, you can ask for relieving from the present organisation.
Need not worry where there is no issue.

Sir,
My Govt PSU inform me they does not issue NOC on basis of higher studies without approval.What I have to do now?Could I personally approach to next govt employer with my justification on higher studies and RTI answer provided by my present PSU?
Please help.
