Noc for mhada flats

Dear Experts,
One of my clients had been allotted Flat By MHADA. Now he wishes to sell flat. we have to take NOC for selling flat.
MHADA had not formed society.the resident themselves came together and formed society and property had not been conveyed on the name of society.
My question is whether NOC for selling flat has to be taken from MHADA or from the society

NOC from Society for selling flat is required but if not conveyed by Mhada,then a formal NOC from Mhada is also needed being a Developer/Builder of the society.
In Mhada,corruption is rampant.
One EM-111 head Shardha Kuttapam was recently found to be indulging in corruption on the issue of such NOCs.
Several complaints were made against her to Mhada CEO,Satish Gavai,Mhada Vigilance Chief,Pawar and Mumbai Board Chief,N.K.Sudhanshu .
If she was not suspended yet,you have to bear the ignominy of continuing/retaining a corrupt official on such a sensitive post.
