On getting information from any other source a department inquiry shall find out whether you are guilty or not, if guilty shall be punished, it is an offence under CCS (CCA) Rules

Agree with Dr.Vashista. Generally these the employer use these declarations if at any time the employee is involved in vigilance cases. You can correct the position in the next annual declaration. If you still wish, you can file a revised declaration declaring all the properties.

Submission of property return in prescribed form is the requirement of Conduct Rules prescribed by the Government for its employees. He/she is also required to take due permission of the competent authority to buy or sell property at any time or send timely intimation to the competent authority. Failure to observe conduct rules leads to disciplinary action against the employee with award of a suitable penalty prescribed under the Classification, Control & Appeal Rules of the Government.
But the purpose of posting your query under the category of taxation is not understood, while the query relates to service laws. Can you please make that clear?

sir i want to complaint against someone who is mere a insurance agent and owns crores of property with his unaccounted money , which i thought comes under taxation .

Mr. Anmol,
First of all, your question was basically wrong without providing the background of the problem, as no insurance agent is treated as a Government servant. He does not hold any Government job, if he acts merely as an agent to sell the insurance products on commission basis, like a business and trade's commission agent.
Secondly, commission paid by the insurance company to an insurance agent is not an unaccounted income, as payment of whole of the commission is made by means of cheques.
Thirdly, it is quite unethical on your part to seek any advice from the experts to settle your scores with someone, as a matter of your revenge with him.
Fourthly, even if you want to make a complaint, you must also possess some definite information as well as proof in support of your complaint, otherwise you can also be in a soup during investigation by the authorites concerned, if your complaint is found to be false.

I also agree with Mr.Dhingra. Insurance Agent is not a public servant and he need not declare his assets to anybody. The income that comes as commission is accounted income and the agent might be filing his tax returns. Why do you worry if he earns money? How can you say it is illegal money?

At first, you stated that he is an insurance agent and now you state that he is an employee of the insutrance company. When you are not sure, what he is, on what basis you have sought for advice of experts?
However, if you have already decided to lodge a complaint, you can sure try your luck and be ready to prove the allegation.
