That the shop keeper of electronic did not issued me bill and promised that he shall give within 1 to 2 days and payment in cash for the purchased item was done. The consumer messaged the Shop keeper on WhatsApp to send the invoice bill as the payment already done. My query is what remedy available and how purchase bill can be obtained from the Shop keeper. Please advise.

If the Shop keeper is not giving receipt you can make a complaint against him with the commercial tax department for selling goods without bill .

DEAR EXPERTS CAN CASE BE FILED BEFORE CONSUMER FORUM AS NOT ISSUING BILL IS AGAINST THE UNFAIR TRADE PRACTICE. ALTHOUGH I HAVE AGAIN REQUESTED THE SHOP KEEPER TO ISSUE ME BILL FOR THE ELECTRONIC ITEM I HAVE PURCHASED AND PAID HIM CASH AND BALANCE AMOUNT BY UPI. DO I NEED TO FIRST SENT THE SHOP KEEPER ADVANCE NOTICE. I HAVE DOUBT IN MY MIND HOW WILL I PROVE THAT I HAVE PAID CASH TO SHOP KEEPER AS HE HAS NOT ISSUED ME ANY RECEIPT OR BILL FOR THE SAME. You have purchased an item by paying the consideration amount hence you have all the rights to demand the receipt towards the consideration paid for the purchased items.
You had asked the shopkeeper for the receipt he refused to provide.
In fact you have the evidence of buying the item by paying partial amount by UPI too, therefore you do not have to give him a chance to provide the receipt by sending a legal notice, you can directly file the complaint before the consumer disputes redressal commission.

You may file a case in the consumer forum, but it may take time. So, it's better to complain to the CTO.

Why did you not insist upon bill of the goods / item purchased ?
If you accepted it shop-keeper may not oblige and refuses that he did not sell, then you can do nothing.

Dear Expert Dr. Vashista the shop keeper resisted and promised that he shall deliver the bill the very next date may be due to his bill shop not available. Any how later on the shop keeper has sent the bill to consumer on his whattapp number but the bill sent is without any bill number and it is signed or stamped for which the consumer has requested to do the needful but still the shop keeper did not sent the signed and stamped bill

It is upto the consumer to accept it or proceed legally against the shopkeeper.
You contradict your own statements from one post to another, earlier you maintained that the shopkeeper did not issue bill at all but now you say that the shopkeeper had sent the bill through whatsapp, therefore you first decide what releif you expect from the shopkeeper and then proceed legally against him if there is any case made out against him.

Dear Mr. Raju,
The facts posted are not conviencing such as non-availability of bill / bill book with a shop-keeper;
promised to despatch which s/he forwarded on WhatsApp of customer, can a copy of bill be sent on WhatsApp without its number, stamp or signatute implies that it is not the bill, it may be estimate or a Kachha bill ;
However, what is your locus standi to the facts / dispute / problem, if any ?

THE SHOP KEEPER HAS SENT THE BILL WHICH IS WITHOUT ANY NUMBER AND NOT EVEN SIGNED AND STAMPED. HE HAS BEEN REQUESTED TO GIVE THE SIGNED AND STAMPED BILL.

If the bill sent to you reflects the transaction you have done then this can be held as legally valid evidence.
