Non practicing allowance to lawyers, architect & engineer

Dear Sir,

Whether not giving NON PRACTICING ALLOWANCE to Lawyers, Architect and Engineers employed in Govt. Service amounts to violation of Article 14 & 19 of the Constitution of India

My friend is an Engineer in Govt. Organisation and during discussion regarding Private Practice after office hours to Govt. Employees he raised the question "Whether not giving NON PRACTICING ALLOWANCE to Lawyers, Architect and Engineers employed in Govt. Service amounts to violation of Article 14 & 19 of the Constitution of India"
