Non registration of property

Hi,
Last year I purchased an apartment in hyderabad by taking loan from ICICI bank. The land belonged to AP housing board and was given to builder for developing and then selling flats. It has been close to one year the property is still not registered in my name though I have paid the whole amount. What legal action can I take against the builder and also can I take any legal action against the bank on the ground that they should not have disbursed the complete money without registration. Since the property is not registered in my name and I am not the lawful owner, can I stop paying the EMI tp put pressure on bank as well to speak to the builder to get this registered...

What was the agreement for registration. Has the possession been handed over.
Is it still under consruction?

Yes, possession has been given last year itself and I have given that on Rent. Along with possession the builder has also given possession letter. As far as registration agreement is concerned it is standard agreement that builder will help me in getting the property registered. Sir, how can I get in touch with you over the phone
