just consult your local advocate.
you have two options.,
1. you may file an application before the concerned commissioner of labours., or
2. you may file a writ petition for geteting your retirement benefits., i.e., arrears amount

CAT .......?
you have not stated whether you were govt employee.
whether govt employee or not whether you can go to labour court or not that depends upon the nature of duties and designation and organisation.
If you intend to move to CAT you are just about to lose limitation period (if not already lost).

It is assumed that you mean ESIC.
Exhaust the internal remedies.
Approach Employee's/Trade Union leaders as well.
Make noise.
You have acquired enough to make noise and agitate.

no use approaching uniions.
You are already late for going to CAT. Limitation period of one years starts from six months after first representation.
Meet a lawyer.
