not getting noc for better employment

Respect sir
I m felling very depressed right now plz guide me.
Sir I joined a central goverment job as pharmacist on 22 july 2013 on grade pay of 2400.
Sir before joining I also applied for pharmacist grade 2 with grade pay 2800 during probation and after that 4200.in other goverment organization.
At the time of joing I gave in written that I have applied for the other post too and intimated. In. Written that I may need noc to attend interview if selected.
Sir now they are not giving me noc,saying that u have not applied through proper channel,sir hw could I apply through proper channel,because I was not into job at that time,i applied it before joining current job.now sir the interview is scheduled in few days and and they are threatening me that if u went without permission we will complain at ur interview site after u join there and then u will lose both job.
I prepared for that job a lot and it is in my hometown too.sir plz guide me I have started taking antidepressant pills.plz sir

You may attend the new interview. make it clear before the new employer that you are now working and before being appointed there, you had applied for the post under interview and what your present employer is contending. It is highly improbable and practically impossible to apply through proper channel when you are not in service at all. In the extreme event consult a lawyer of your locality and file an application before KAT.

I must say you have done everything expected of a man of ordinary prudence and law will definitely help you.
