Not getting Society NOC

Hello Sir, I stay in Mumbai and recently have taken flat and have done registration also. Now bank need NOC from society for loan disbursement but the flat owner is not providing while I approached to society Chairman he said to pay society transfer fee for both(buyer n Seller) but I am ready to pay only my side transfer fee in the name of society.

Do you have anything in writing!
Relate your matter with society bye laws framed in accordance with Model Bye Laws.

Apply in writing.
It seems seller has refused to pay transfer charges. Society is adopting pressure tactics.
Try to have amicable solution.

Sir,
If, as you state, the document of sale is already registered to your name, then the society has to compulsorily transfer the share certificate to your name on the payment of society transfer fee (which does not exceed ₹25000/- in Mumbai). Subsequently you are entitled to an NOC from the society in your name and which the society has no business to refuse.

Total society transfer charges is Rs20000/- from which buyer and seller both have to pay 50-50.
But in above scenario seller want me to pay entire amount and get the NOC from society, else seller is asking to cancel the deal.
Even society Chairman is her relative and not cooperating to me.
Can I file complaint against to seller in Local Police Station. please guide. Thanks.
