if concerning police officer not registered the FIR then you have 2 options...... 1. give the FIR to the S.P. 2 If still not registered then file the complaint under section 190 Cr.P.C..... then Magistrate send it to police station under sec 156 (3) Cr P.C. or the magistarte may adopt the procedure of sec 200- 202 CrPC

In case the police is not registering an FIR on your complaint, you may approach the Court of Judicial Magistrate or Metropolitan Magistrate with a criminal complaint. The court may either direct the police under section 156(3) of the Cr. P. C. to register an FIR and investigate or may ask the complainant to adduce evidence and thereupon may summon the accused person(s) to face trial. The Court may also get report from the police.
