Obc non creamy layer

sir,
i am in obc,my father is a psu employee,his salary is more then 6 lakh per annum,having no other family income or no property.His post isn't comparable to the post in Government Services.
Am i eligible for non creamy layer?
In following OM of central govt.,it is clarified(page 9,point9) that if salary is more then 6 lakh per annum,it is case of creamy layer.But in next point(point10) it says that no saleried income or income from agriculture will be taken in the account,it means income from other sources should be 6 lakh for falling in creamy layer.
These opposite points are confusing me.
Please let me know that i am in NCL or not ? Thanks a lot.

You have properly understood the issue that you are not eligible as per the rules cited in your query, but consult the District revenue office once again and confirm it.

If the income of your father was less than Rs. 6 lakh consecutive for last 3 years other than agricultural income then you do fall within the category of NCL.
