Threatening to kill a person on mobile may be an offnce under Section 506 of the I.P.C.
Whether it is also an offnce under IT Act or any other Act ?

It is not an offence under IT Act.
Mobile telephony does not come under the purview of IT Act.

Any offense by misusing the IT facilities, is treated as cyber crime.

Some of the examples are email hawking, defaming in a public portal by unknown person etc.
