WAT DOES IT MEAN THAT A BILL GETS CABINET APPROVAL AS FAR AS PASSING OF A BILL IS CONCERNED.IS THERE ANY DIFFERENT PROCEDURE FOLLOWED VIS N VIS DIFFERENT BILLS.KINDLY EXPLAIN IF SAME PROCEDURE OR DIFFERENT PROCEDURE FOLLOWED.I READ DAT THERE IS 3RD READING OF BILL IN ENGLAND SO I WITH WHICH STAGE I LIKE THAT 3RD READING IN INDIAN PARLIAMENT.
Only constitutional experts jump in in this topic n rest like me pls kindly listen their points.

From your own query several questions arise, like --
1) If someone posts his reply, how would you be able to differentiate between a constitutional expert and a layman?
2) Constitution of England is an unwritten constitution, why do you feel that India should also follow the pattern of passing of the bills in a fashion like England does?
3) What specific purpose would be served, if the Constitutional Experts reply your query, when you would not be able to direct the Parliament to adopt the process that England follows?
4) Your query consists of a vast topic, which cannot be discussed merely in a few words. Thus the topic concerns a matter for discussion in the forum section. Why did not you prefer to post your query in the forum section for open and wider discussion?
5) Yours is purely a question of academic nature and does not consist any specific personal problem, which the experts are not expected to reply.
6) The whole process is contained in the Constitution of India, Government of India's Allocation of Business Rules, and the Transaction of Business Rules. So, better go through those documents first and whatever doubt arises in your mind, come to the experts through this section to clear that doubt instead of posting such an academic query, as if the experts are expected to write some specific examination.

I will only add that experts here are doing charitable work.
Which British constitution you are talking about? Where election do not take place for House of Lords and still it is a house of parliament.

I believe no expert on this forum can match intellect of the querist.
A great personality can dictate terms on a charitable forum as to who should or who should not reply on a query on which he is (as observed by Mr Dhingra above) not the deciding authroity.
