Owner not returning full deposit amount

I rented a flat along with two other people in Shrachi Greenwood Elements. The owner asked us to vacate the house without returning the security deposit. He promised us that within the first week of February 2017 our full money amounting to Rs 55000. He now says that he would return only Rs 27,500 and that payment too he is delaying. What legal action can we take against him and where can we file a complaint to get the money as soon as possible?
Can we file an FIR against him?

As per the facts mentioned by you, it does not amount to a criminal case. You can file a recovery suit if you have the details of the payment and the said lease transaction.
Get a help of a lawyer, try sending him a legal notice, it might work.

Send him registered letter to refund the same.
Try to have amicable settlement. Any legal step would be time and cost consuming.
If no effect discuss with local lawyer, send legal notice and file recovery proceedings.

no, u cannot file FIR against him. remedy is in civil law.
