Ownershio transfer in rwa society in ghaziabad

I purchased a flat in a rwa society in ghaziabad in 2018 but I could not get ownership transfer that time. Now I requested for ownership transfer but RWA has increased the transfer charges as 0.5℅ of flat value. I denied to pay but they are not allowing my vehicle inside premises and they are not issuing the rfid sticker for vehicle saying that in their record of flat owner my name is not there.

You have to pay a transfer fee for the flat you purchased. I think it may be up to Rs.25,000/-

They cannot charge the transfer charges as per their own decision.
The maximum permissible charges are Rs 25000 across the country.
You may challenge it and make a complaint with registrar of cooperative society against this unjustified demand.

Is the RWA registered? If so, any suggestion depends upon the law under which association is registered and also, bylaws lawfully drawn up by the said association.

whether this is apartments sold by GDA or a cooperative society.
