Parking space dispute with builder

I have purchased a 3BHK flat in Kilpauk, Chennai from Golden Homes. The final handing over is pending.
I was the first buyer of the flat in this project and have also paid for two covered car parks (under stilts).
In the original, approved plan, the builder had not earmarked space for a common servant toilet. Two weeks back, the builder has started construction of this toilet right next to my allotted parking area. When I objected, I was told that he does not need my approval for the same since the flat has not been handed over to me and also because all the other 5 owners have approved it.
My argument is that the other owners will not object because this does not disturb their parking slots. Also, if this plan was present in the original plan, I would not have accepted these parking lots while booking my flat.
Does the builder have a legal right to do as he claims? Please advise as to what steps I can take to sort this issue without jeopardising my interests any further.

If not approved in the sanctioned plan contact your lawyer for stay.

The action of the builder is illegal which can not only be challenged before Municipality but also in civil court as well as in consumer fora. Engage a local lawyer and issue a legal notice to builder.
