Passport issue!

Hi,
My home is in Kolkata. However, since last 5 months I am working in chennai. While on a vacation to my hometown recently, I applied for passport in Kolkata but it got rejected on the grounds that since I am presently residing in Chennai, I have to apply from there only and my chennai address will only be reflected in the passport. Can anybody throw some light on this issue?

Well if at the time of Police verification had you been at home in Kolkata , there would not have been a problem.
Anyway apply from Chennai now.

I dont have any problem in applying from chennai but I just want to know what is the exact rule in such a case.
Since I was told about that rule in the last stage of the application procedure, now I have to get a closure letter from passport office in kolkata without which I cannot apply in chennai. And to get that closure letter, I have to reschedule my program which is resulting in monetary loss to me without any fault of mine.
So I just want to know whether they were justified in rejecting my passport.
