Passport-police verification.act of negigence/vengence

Sir,
I attended at Passport Office on 30/7/13,it was renewal on expiry of old one. Physical Verification at Police Station was over on 12.8.13,I did not pay the bribe.The expectation was of Rs.1500 to 2000/- the passport application is at SP office now.
There was one false Criminal matter in 2007 where I was acquitted.I submitted Judgement/Order which was shown to the clerk,processing the file. Upon completion of Verification my photo was affixed in a register and my thumb impression and signature was taken thereon.
Now to day I visited the SP office to find the status still pending at Passport website. There I could see my file wherein I found the following,

1. The report is "ABSCONDING",when I myself in person appeared in the thana and completed the process.
2. The last 2 pages of the Judgement/Order produced were missing which showed my acquittal and discharge.
3. Today,I applied under RTI my file and contents of the same. The Circle Inspector who is Information Officer said he cannot give all those documents as they are secret. I have told him to give it writing.
These being facts,
Please guide what should I do next?
Especially on the remark "ABSCONDING" and missing pages of the judgement/order.
Please guide.I will be obliged.

You should make a representation to the higher police officials with a complaint to Lokayukta of your state.

An appeal under RTI can also be filed before appellate authority.
