hi,
I would just like to know, is any organization will cut pay of day because of non attending flag hosting ceremony on 26th jan.

No, not at all. organisation willnot cut pay of day because of not attending flag hosting ceremony

There is chance for such pay cut by employer, in order to enforce discipline of staff in the office. Even if we say no pay-cut, it may be at the discretion of the employer.
