Pay fixation and increment

sir,
1. I joined CBI as sub inspector on 2nd Jan 2006 as 1/1/2006 was sunday. What should be my salary as per 6th pay comm on 1st Feb 2006. At that time one ASI (Junior in rank) was getting basic salary of Rs 5450 and I was getting 5500/-. But on the implementation of 6th Pay comm recommendations in 2008 the said ASI got the benefit of 1.86 and his basic was fixed at 10137 whereas my basic was fixed at 9300. This way my Junior who was getting less salary before the implementation of 6th pay comm started getting more salary than me. Please advice what should I do.
2. Due to my joining CBI on 2nd Jan 2006, i was denied 1st increment in July 2006 and got the same after 1.5 years ie in July 2007.
3. I had cleared the SSC exam in 23004 and in Nov 2004 i was informmed by SSC that i had been selected as SI in CBI. I had submitted all my formalities to CBI HO by Feb 2005. In the first week of December 2005, received letter from CBI that i had to report at CBI training academy at Ghaziabad on 2 Jan 2006 for my joining and training. The delay was on the part of CBI as if i had joined even on 31/12/2005 I would have got the benefit of 1.
86 factor and would have got my 1st increment in July 2006. Please help me on these issues.

what ever could be the reason you did not join in Nov (rather could not join. Right of increment start from joining.

upgradation of pay is applicable for the person holding same post in same serniority list. In case any subordinate is by virtue of longer length of service is drawing mor ethan DR senior then the pay of senior cannot be upgraded.
