Merely NOC is not sufficient for pay protection. The main point is whether you applied through proper channel or not?
In case such has happened then there shall only be a technical resign from the previous institute while joining further. You should weigh your case with the condition.

in case deptt accets technical resignation then there may be no hurdle.

Pay protection can be possible only if your resignation is treated as a technical resignation by your present employer for the purpose of extending benefits of your past service on the new appointment.

As far as pay protection is concern in this particular case, the benefit will not be allowed to you for the reasons
(1) you have been selected to a lower pay band. (2) since you have got an NOC, it means that you have applied through proper channel. (3) after tendering technical resignation you may join to the new post but your entire service in previous organisation will be counted only for fixation of pension.
