pay protection

if a central government employee join state govt through proper channel by direct recruitment. is he entitled to his protection of pay+DA and other allowances or only his basic pay will be protected.

for example some state are giving fixed pay during probation and if a central govt employee join state govt will he also get fixed pay or at least pay+DA he was drawing at his last post.

(1) Protection for basic pay only. DA, as admissible in the new organisation.

During probation also the employee would be eligible for protected pay + DA, as due, instead of fixed pay.

sir plz clear this confusion. if someone is working on lower scale but getting DA and other allowances. But at new place for probation period he is being offered only basic pay of higher scale without any DA or any allowance.
Then will he be entitled to his old PAY+DA ? bcs old PAY+DA is higher than new basic pay. new basic pay is higher than old basic but not carrying any allowance.
