Pay protection and joining time pay

Sir,
I have been working as a central Govt. employee since 01-10-2002. The details of past service rendered as Central Govt. Employee are given as under;
(a) I had joined the Central Govt. Service as an Assistant of AFHQ, Ministry of Defence on 01-10-2002.
(b) Afterward, I joined as an Inspector of Central Excise and Customs on 18-07-2005.
(c) The service rendered by me in previous Department i.e AFHQ has been counted by the Commissioner of Central Excise and Customs for pensionery and other benefits.
(d) Later, I have rendered technical resignation on 28-03-11 and joined the post of DANICS on 01-03-11.
(e) The pay scale of Inspector of Central Excise and Customs was B.P Rs. 14730+ G.P. Rs. 4600/- (amounting total to Rs. 19130). and the pay scale of DANICS is Rs. 13150/-+B.P. Rs. 4800/- (Total Rs. 18150). I was also falling under old pension scheme.
In this case, please provide me the following information:
(1) Method of pay protection.
(2) Eligibility of other benefits like Joining time, Joining time pay and Leave.
(3) Date of next increment.
(4) I will be governed by old pension scheme or new pension scheme.
(5) please also provide details of relevant rules.

Your questions are answereed considering that you have attentded IST&M.
In this case, please provide me the following information:
(1) Method of pay protection.
Ans : Pl See FR 22. The pay will be protected like on promotion to a higher post.
(2) Eligibility of other benefits like Joining time, Joining time pay and Leave.
Ans : Pl see TA rules.
(3) Date of next increment.
Ans : ist july after completion of one year qualifying service after pay fixation in DANICs
(4) I will be governed by old pension scheme or new pension scheme.
Ans : Since you have joined in 2002. You are continuing as member of old pension scheme. Se pensin compilations
(5) please also provide details of relevant rules.
Ans :All the above rules are available in your department and in market.

You have already been earlier allowed pay protection for joining lower post. You were in Gp-B posts of Asstt and joined Gp-c post of Insp CE. Now you should not be worried you are joining higher post.

Is it necessary to have been confirmed in past department at the time of technical resignation to get the benefit of pay protection ?
