what is the maximum time for which the payment of a government employee who is working regularly be withheld due to procedural delays. is there any law guideline on this

There is no such guideline because it is the legal right of an employee to get his wages within the stipulated time.

There is no law to that effect. If your pay is delayed inordinately, you can initiate legal action against your employer. You should begin with sending a legal notice.

Yes, if he is a govt employee then he can exercise his rights through Writ petition.

Issue a demand notice and if no proactive response taken,file a writ in High Court as employer is government.
