In Uttar Pradesh govt. pension rules are governed by C.S.R.Article 418(b)of CSR says-"Resignation of and appointment to take up another appointment, service in which counts, is not a resignation of the public service".
Does it mean that if some one joins a CPSU after due permission pension is granted to him?

You seem to be reading just between the lines, not the complete rule along with Government's instructions/decisions below the said rule.
Mere permission is not sufficient. You must have applied through proper channel. Of course to ensure reaching of your application in time, you can also send a direct copy to the CPSU to be in time for consideration for selection, in case your application reaches late through proper channel.
However, your last employer, if treats your resignation as merely a technical resignation and transfers all your service records and the credits to the PF, etc., you would be able to get due benefits of your past service to be accounted for by the new employer.

If applying through roper channel even prorate pension can be admissible.
