If someone lies in his/her written statement/reply about material facts in some civil case, without affidavit, does it amount to perjury or any other offence?Can 340 crpc be initiated in such case?Clarification needed because 193 IPC is applicable when false statement is made on oath, during evidence but is it applicable when statement is without oath/affidavit also in lower court? Any judgments.

Yes, lying in a statement which is duly verified also comes under perjury.

Court will say, ok it is false, if you prove it is false.
This is not new in court.

If someone in a written statement make lies, it is he to suffer. It shall strengthen the case of the plaintiff if lies are proved and this is the best punishment for the defendant.

instead of indulging in multiplicity of proceedings concentrate on case in hand . try to win your case . if false statements have been amde on oath and you cna prove the same then you will have a walkover
