Permission for extra floors asked in possession letter

Respected experts,

I was expecting a possession letter to just mention the possession details but it also asks permission to build extra floors on top in future if required.

Is this expected clause in a possession letter?

Also a friend told me that we need to take power of attorney letter as well, but builder is not mentioning anything about it. Is this attorney document required or the possession card will be enough?

To elaborate:
In possession letter builder has mentioned a clause about the grant of permission to build extra floors on top in future if required.

Is this a right clause to agree with? and is such a clause usually in possession letter?

well builders want to take benefit of extra FSi if granted by corporation . hence they want your explicit consent to avoid legal complications in future

That all depends upon the agreement between you and the builder. Such agreement should also include the clause about the terrace rights. Verify the agreement and look into the clause about the terrace rights. If the request of the builder is in accordance with the clause, you give the possession letter or else rise objection with the builder.
