Permission to go on hunger strike for legitimate rights

My friend is chief manager in nationalised bank. Management has transferred him long away from ahmedabad w.e.f.July 2015 and he strongly opposed it.he expressed that his transfer is being made on casteism.19 to 20 senior officers from so called SAVARNA caste are accommodated near to Ahmedabad. Bank is not giving him single paisa salary from July 2015. With police permission he went for demostration against bank's caste based transfer for four days,but no result came.Bank has set up inquiry against him and he is not attending it on same ground.
Now he again approached police for permission for 10 days for demostration against bank's decision, but police is refusing his request. Now, what to do? he is my best relative.

Whether transfer was against the norms of the Bank?

Whether his services non transferable?

Chief Manager in Nationalized Bank is senior management post and may not claim choice posting as right as per service conditions.

Not joining the post after transfer without getting leave sanctioned may attract disciplinary proceedings being an act of misconduct as per service conditions of nationalized banks.

Discuss in detail with AIBOC or other association people. Defend the inquiry against you.
