Physical assault at office premise

My friend is working at central govt PSU organisation. Due to physical assault at office premise he admitted at dept hospital and hospitalized 11 days. He filed the complaint but PSI REFUSE TO LODGE FIR.PSI close the NC and issued endorsement statement that my friend is faulty and told him you can file before court privately.
If my friend is not satisfactory by departmental decision shall he file the case before court privately.
How he can get the permission by department to proceed to file before court.

He needs no permission. He can file petition in court u/s 156(3) crpc to get the complaint registered as FIR.

Has your friend reported about the matter in detail to his controlling authority and what is the result of that report? If not any reason for not doing so?

Yes
Detail complaint was sent to head of the department CMD AND Additional secretary.
and at the end he written that' If I Didn't got the facts ,motive & justice of the issue,then why shall I not move to some external agency or third party.
Till date there is no reply/action by department

Dear Umesh,

It can hardly be believed that the management would have given you such a reply, as you have stated. They are bound to conduct internal inquiry on your complaint or were required to file FIR with the police at their own. You may remind them to ask for the status of the case.
