PIL against a telecom company

Dear experts, greetings to all of you !
I have recently had a very bad experience with a telecom sector company where I observed that this company sells its products to people in the area where they don't even actually provide services & on top of that, don't cancel the connection even after multiple requests for the same. This all has happened with me. I have further more facts about this which actually are completely against their social responsibility towards their customers. I can very comfortably call their behavior as "harassment". I visited this company's facebook page too, & see that it's not just me, all the same has happened with many other customers too who have cursed them on their page through comments on their posts.
I got so much disturbed with all this that I thought of filing a PIL against this company, because if they continue like this, they'll keep harassing many more people like this. But I don't know the pricedure at all. Can anyone of you become a guide to me in this ? I want to do this just for the sake of society at large.

Ok, here are the facts, do let me know if you think these facts can't be basis for the complaint...
1.) The company sold me its internet data card whereas it doesn't even has the towers in my area...their committed internet speed while selling was 4mbps but it was always less than 200kbps whenever I tried to use it. When I gave calls to customer service executives, they told me that my area doesn't have their service
2.) I had given them multiple calls regarding poor speed & asked them to register a complaint, but they never did that, rather in my 4th call on the same subject, they clearly refused to register a complaint on my behalf.
3.) After I got to know that my area doen't have its service, I told them on the phone to cancel the connection, they never did that, rather raised a bill for the month.
4.) I started receiving consistent calls from them regarding the payment....I requested them that their service has never been of any use to me ever because they didn't even have any provision of service in my area, & also requested them to cancel the connection for good, but they replied very bluntly...."we won't cancel your connection until you pay the bill, we'll keep piling up your bill payables & you'll keep receiving such calls from us"
5.) They raised the 2nd month bill, I again called them to cancel the connection & denied to make payment as it wasnt justified with any consideration. But they again refused...but finally they disconnected it temporarily when they saw that I'm adamand at not making the payment.
6.)Till date, I am receiving that company's legal notice for payment of outstanding, I have been replying again & again stating the facts & offering to settle with payment of first month's bill, second month's bill is completely unjustified.
7.) Moreover, I have been having a separate e-mail correspondence with their customer complaint cell since the 3rd week after I got the connection, but they are not at all considerate about the facts I'm stating..till date they haven't cancelled the connection permanently.
8.) After all this, I visited this company's facebook page, & saw that many other customers have been trapped this way, even worse, they have raised bills on people even after they completely settled their accounts.
This way this company is just bluffing with people by selling them data cards in non-service zones, & then trapping them by raising bills, & then harassing them by sending legal notices for non payment & not cancelling their connections permanently.
Mr. Nanda, please let me know if you think I'm thinking too aggressive, because I'm completely fed up with their behavior by now, that's why I might be over reacting to the situation. But my soul doesn't allow me to spend money on something that can't be justified at all...& such behavior of a multi national company is really disheartening. I really don't want this all to get repeated with other customers all over again in future, & hence I want to give it a shot to get this somehow controlled by some existing laws.
Please let me know if the details don't suffice yet.
