Police high-handness

An FIR was filed at a local Police Station about seven months back against theft of Government money from parked vehicle within the premises of a Bank. The money was withdrawn from the Bank by encashing a Cheque for making payment to various contractors and suppliers. The officials who were entrusted to encash the cheque had left the vehicle just for five minutes to purchased a medicine from a chemist nearby (hardly ten metres distance from Parked vehicle to Chemist Shop)for a sudden and peculiar itching sensation all over the body of one of the officials. After receiving the FIR and preliminary inquiry, the police falsely and intentionally implicated both the officials, who were still in Police Station to answer the interrogation, and threatened to arrest them. The officials, fearing suspension from service in case of arrest and detention beyond 24 hrs, had to compromise with the Police by paying a hefty amount demanded by the Police. On persistent pressure from the Head Office for early investigation, the police after considerable time informed verbally that four gang of thief have been arrested and inquiry was going on, the outcome of which is still not conveyed to Head office. The Head office requested the police to submit the investigation report early as it was inordinately delayed. Since departmental proceedings were also simultaneously going on against the said officials, both the officials also requested the police to submit the investigation report to save themselves from departmental action. The police again bargained for some tips, lest they threatened to implicate both the officials. The officials had to pay again a hefty sum. But till today, in spite of considerable time, the police has not submitted the investigation report to Head office. Now, my question is how to proceed with the case and what is the legal remedy available to the officials or Head of office in such a situation?

Once you start getting blackmailed, there is no end to it.
You should have out your feet down at the first instance itself.

I absolutely agree with Expert, Shonee Kapoor Sir's comment. But in the given situation, is there no way out in the form of legal remedy or otherwise?

For early submission of the case you need to approach the court not the Police.
It is quite shocking to know how the govt officials are greasing the palms of the police.
