Police misuing laws.

If seen policemens mostly dont wear helmets,jumps signals,thier vehicle is not towed away by traffic police if they park in no parking.( as they write POLICE on thier privaye velicles)
My question is if a police is doing something wrong how to take action against him,and what details to be taken from him.( eg name,batch no)what he should be asked for?
Is there any authority who take action against the policemen who misuse thier powers?
also one more question what to do if a policemen files a false charge on someone??

YOu can always lodge complaint against any particular police official on his dereliction of duty.'You can writ letter to DG, Police as well drawing his attention on slackness of police.'You can file PIL as well
