Political interference in civil case

When a case pertaining to demolition is in the purview of the High Court, can a Minister or an MLA write a letter to the Minister of Muncipal Administration requesting to consider the regularizastion represntation made by the party who has encroached into the common area of their duplex house on the terrace.

There is stay of constrction which was ignored and the corporation issued notice not to construct and asked the party to reply to the notice, the party continued construction during this time and applied for regularizastion.
When the matter is in court does not the recomendations of the politicians come under contempt of court made.

In case there is a standing stay order of the Court, the act of construction amounts to Contempt of Court. you can make an application for that or Court can sue moto initiate contempt proceedings.
And regarding political influence, once matter enters to Court, role of rest other institutions ceases.
