You can lodge complaint with Police against Investigating Officer.
Alternatively you can file writ petition in high court against police inaction.

Advocate M.Bhadra (Expert) 17 November 2014
Landlord evicted you by forcefully without due process of laws,so it is not a matter of Police inaction. If you have minimum evidence that your father doing business in rented room then your father can file a suit for Restoration of Possession in Civil Court. Theft case does not lie.
T. Kalaiselvan, Advocate (Expert) 18 November 2014
Forcible Eviction without following the due process of law will be a civil dispute, though criminal trespass complaint can be lodged with the police. Immediate action is to obtain an injunction and possession of tenanted premise by filing a civil suit.
