Possession of land based on POA

My aunt has given POA to my uncle, in which she has given all rights with respect to the land which is in her name. And it is a registered POA.
NOW, my aunt is bedridden. And my uncle wants to sell off the land. Land is near chennai ,and my aunt and uncle are living in madurai. She cannot move .
When we approached the registration dept for enquiry. They are asking my uncle to get registered with' self declaration 'form for the full possession of the above said property first, and then apply for patta. Is that procedure is right?. If so., Pls send me the format for self declaration form for possession of the property through POA. Kindly do the needful.

execute a sale deed infavor of him self first. i.e. executant of sale deed is himself as a power of attorney holder representing aunt and claaimant of such sale deed is he only. and registered tthe same at SRO.

There is no need to get double sale transaction, as advised.
Being PoA husband has been granted power by his wife to execute Sale Deed in favour of prospective vendee.
However, consult a local lawyer with relevant documents.
