Can I keep pots with plants inside my balcony, is it allowed as per cooperative society bylaws?

It is always advisable to obtain permission from the president of the association before you try to keep them so you will be safe about it

You can, provide it does not cause inconvenience or injury (in the legal sense) to other persons. The president is not a sovereign to permit that which is impermissible or that which ought not have been done.
