POA comes to an end with the death of your father.

Mr Barman is right. POA hold goods during the life of person granting attorney.

What is the nature of the 'electrical licence'?

I agree a POA comes to an end on death of donor of POA.
I also agree that unless the nature of licence and reasons of cancellation is stated,no clear picture would emerge.

The queriest has not still clarified the nature of 'licence' - whether a licence for trading or an activity involving expertise?

Although MR Meena has not been able to clearly state the nature of licence to understand his query better, what a presume that his father was granted a licence to inspect and install electrical devices based on his skills and competency in the trade. If it were so, with the death of his father that licence automatically comes to an end. Mr Meena, however, may be equally competent to hold that licence, but he is required to apply afresh and pass the competency test, if any, prescribed and attached to that licence.
Hope this solves his problem.

Then Mr.CHUG has correctly guessed.Such a license is not heritable and can not be renewed in your name.
However you can apply for a fresh grant if you qualify in the area and clear the competency test,if any .

Mr Meena, instead of playing hide and seek game, why not u post, the terms and conditions of licence which was granted to your deceased father. In case it is a commercial licence issued to a business entity, in the name of such entity, of which your deceased father was Proprietor, you can apply for renewal of the licence on behalf of such entity, claiming ownership of the entity after the death of proprietor, being natural and legal heir of the entity. Else please clearly state full facts and your query to resolve it better.
Thanks

Mr.Manoj Meena Inspite of perfect reply from above EXPERTS I prefer better mind your words in placing the query.Your Father'S licence is gone during his life time itself and it had already expired during his life time.It is not his movable or immovable asset for wnich you could be made eligible. It is almost like driving licence given to the particular person. If you want make a fresh application in your name only.Nothing Else you could do about this.BUT NEXT TIME IF YOU ARE GOING TO HURT THE EXPERTS IN ANY MANNER YOU WOULD NOT BE SPARED YOU SHOULD KNOW WITH WHOM YOU ARE DEALING WITH GO THRO YOUR STATEMENT AFTER MR PRABHAKAR SINGH JI REPLY(I could trace your details from the details given by you itself)

Mr.Manoj Meena Now you had put me in a critical position. Now I am in confused doubt whether the person who raised the query the querists is not having common sense OR the person who replied this THAT IS MYSELF is not having commonsense.

Dear Mr Narsimha,
Don't feel aggrieved or ashamed with the remarks of MR Shroff, it were never intended for the Xperts and never meant that. Let like of Mr Meena realise that all those who take pain in replying queries does so, because of their personal and academic interest, and to my belief, none does so for soliciting any business. At least i am not one looking for any business. At our age, we have matured enough to indulge ourselves into mud slugging. As Xperts, we are expected to show restrains and patience.
Hope you never mind my words.
With due regards, and sorry if any hurting any body's sentiments.

Dear Mr.C.P.Chugh,I am not aggrieved or ashamed of this.My only preference is that some straight words should have been used if some one had really meant to advise or to teach the querists. When they say the query is with out common sense what about the person who had posted the reply to such a query.
