Procedure to construct a house in dc converted land.

Hi,
I am Raghava and i have recently made an agreement with the DC converted layout's owner to purchase a built house in the layout. However, the house is build without proper approval from BBMP. What owner says is that, he is going to get the approval with in 3 days. During the agreement he mentioned that, the plot where the house is bulit is having A Khata. When checked with the Axis bank, they say, they can not give loan for the house since it does not have proper approval from BBMP and can give loan for the plot since it is approved. My queries are:
1)Is it possible for the layout owner to get approval and A khata for the house now?
2)Can a plot have A khata or Khata only matters to a house.
Any info regarding this is highly appreciated.

Hello Mr. Raghava, Pls investigate the following
1. whether the Conversion done is in order with proper CONVERSION NUMBER issued from DC office.
2. Proper plan Sanction from BBMP is necessary and the construction should adhere to the approved plan. Negligible minor changes is ok as practical convenience.
3. Instead of Middle men i suggest you directly go to the Jurisdicational BBMP office and check for genuiness of the record / Khata / Tax paid receipts and take a proper copy of Khatha Extract.
4. Practically the best thing to do is to regularise the construction by PAYING & MANAGE THE RECORDS suiting the bank requirement.
