Process to include a person in rowdy/gunda's list

This person was involved in murders, suicides, theft, extortion etc but still no cases against him.
and he is harassing the elderly people, how to request the police to include him in the rowdy list or include under gunda's act?
Are there any other act;s that can protect?

Move a Writ of Mandamus petition in Highcourt against the police to include that goonda in Rowdy sheeters list seeking directions to the police to book cases of Goonda and Rowdiesm against him.

Do you have any evidence that shows that the person was involved in criminal activities such as, murder, theft , extortion etc. If you have than lodge criminal complaint against such person with Police and if police not entertaining your complaint file criminal complaint against the person in the court of judicial magistrate for taking action against the person.
What the police not taking action against such criminal can be done by the court.
