Promisor moved saudi arabia without paying his promised amount.

All members please help one of the promisor had promised with promisee to pay Rs.70,000/- as per promisory note made between them, as the times comes to pay or fulfill the promised amount the promisor escape to Saudi Arabia, to which authority of india and Saudi Arabi to file complaint against him to recover the same, any other way to recover the amount from them.
