will the preceding 15 years as a peon will be counted in one's promotion to peon if in between he has been punished for reversion after being promoted as clerk. 5 years of service is required for promotion from class iv to class iii

At the time of issuing of promotion orders, an eligible candidate who has completed 5 years of service may get the promotion if there are no charges or pending cases against him. If you have any grievance in getting the promotion, you may approach your state Tribunal.

If the employee was punished with the punishment for reversion to peon from clerk, and there was no conditional clause attached to it, then he may become eligible for promotion to next cadre after completion of the period by which he becomes eligible for promotion

reversion penalty is never intended to block scope of re-promotion. In this case the given facts indicate that the person has not lost the length of service or seniority as peon.
