Promotional benefit under govt policy

Sir I am a BMc employee as per policy followed for promoting there was a examination which was not conducted by corporation since 13 years now the benefit promotion as per the policy of govt are denied how far the same is correct please guide if require i can file the case

do you have the copy of said policy ? does it lay down detailed criteria for promotion ? has the BMC promoyed other employees without follwing policy ?

If the policy of the department is not being followed then you all are advised to go to High court and file a writ against that department.
