Please check up with the Land Ceiling Act and the Acquisition Laws stipulated by the Government of Madhya Pradesh in this regard.

Your mother is acting illegally and she is violating law of land. Once State has become the owner of the property by way of notification issued and the land has been declared as Surplus owned by it then no question arises to get it soled by a private party. Your mother might be in possession of the aforesaid land but has no ownership rights so it is good to stop this process immediately otherwise State has every right to initiate criminal as well civil litigation against your mother.
It hardly matters which of your brothers is consuming the sale price.

In this case 2 clarifications have been raised 1. Whether the sale executed by his Mother is valied or not The sale is void and illegal
2. Government has all type of rights to take action against your mother under civil law as well as criminal law. This matter has already been clarified clearly by Learned Brother Sri. Raj Kumar Makkad.
