Sir,my mother was died in 1999. And now my father got second married.my mother have 2 plots in her name andthat plot was changed my dads name.is there any rights to my stepmom to get share from it

Without your consent, your father could not have got the plots in your mather's name into his name.
Did you give your consent, by way of Registered Relinquishment Deed?

Your Second Mother Could claim In Father's Property after His Demise.At Present Your Father Could Settle the Same Or Sell It To any One.Better Sort it out with your Father.

Get confirmed whether U have signed any papers without UR knowledge.UR step mother has not right of share in that property.She gets a right only if UR father had purchased the property from his own sources and that too during the period of their marriage.

If you wanted to know your right in property, what was the significance of asking your step mon's right in your original query?
Further, your query is quite deficient of the other needed facts about you and your siblings to arrive at some firm opinion.
Anyway, what was your age and how many brothers and sisters were you at the time of your mother's demise in 1999?

It is believed that you are Hindu and you have not relinquished your rights by a registered deed in favor of your father and your mother did not leave a valid WILL and plots are self acquired property of deceased woman!
The legal heirs of deceased mother are spouse and Children.
If you were minor at the time of death then Father is a natural guardian of minor children and can not alienate the share of minor children without permission of court.
You may obtain the title documents and mutation record from local revenue office and determine how and on the basis of what documents the plots were transferred in the name of father.
You may take help of an able lawyer specializing in family/property/revenue/civil matters and proceed further after understanding merits,remedies and options.

Your step mother has right on the share of the property of your father. She has no share in the property of your mother as such.
