When recorded in name of government that means itt belongs to government then how can a private individual sale it by registration or otherwise.

when it is given as conditional land to individual he can do so subject to conditions. If it is totally government land and the individual has no right then it it is not possible for registration.

Government Land can be registered between government and other, after compliance of mandatory provisions related to transfer.

Govt. can allot its land to anyone and can also impose any term thereto including registration of such allotment in the office of registrar but unauthorized person cannot get its registration in his name or in the name of other.

land can be transferred if registration of the sale deed is allowed by registration authority with required documentary proof however purchasing party will get defective title which is to be proved by assertion of title whatever you believe, second there would be problems to mutate the name in revenue records.
